Introduction: The rural digital divide undermines the right to learn and extends beyond the mere lack of infrastructure. Objective: To analyze the strategic scenarios required to overcome the digital divide in rural areas, with an emphasis on teachers’ digital competence and technological sovereignty. Method: A qualitative, descriptive-exploratory approach was adopted, involving a systematic literature review that combined content analysis with a synthesis matrix based on 37 sources indexed in Scopus and Web of Science, multilateral organization documents, and experiences from Ecuador, Colombia, Peru, and Spain. Results: The findings identify the digital divide in pedagogical appropriation (third-level digital divide) as a key obstacle, exacerbated by professional isolation and the disconnect between national agendas and local realities. On this basis, three scenarios are proposed: sovereign infrastructure and offline technologies; learning ecosystems connected to local contexts; and teacher empowerment through rural communities of practice. Conclusion: Educational justice in rural areas requires resilient, context-sensitive digitalization governed at the local level.
